New Vietnam Currency Restrictions Affect Security Deposits

Cartus’ destination services provider in Vietnam, Resident Vietnam, has notified us that the Vietnamese government has issued a law, Decree 95, which toughens the penalties for the use of foreign currencies in that country. The decree has caused banks to restrict the distribution of foreign currencies outside Vietnam and has made the return of security deposits more difficult.

Due to the enforcement of Decree 95, all mentions of currency in contracts for business in Vietnam must reference the Vietnamese Dong (VND). Previously, leases in Vietnam could list sums in the U.S. dollar (USD).
